Ministerial Regulation No. 6/2013 on the Implementation of Family Development is deemed no longer suitable with on-going legal developments. Therefore, Minister of Women’s Empowerment and Child Protection issued the Regulation of the Minister of Women’s Empowerment and Child Protection No. 7/2022 to improve the quality of the family.

Objectives

The efforts to improve the quality of families in the development of women’s empowerment and child protection has several objectives, namely:

  1. integrating policies, programs, development activities to improve the quality of families
  2. strengthening and developing institutions providing quality improvement services for families
  3. provision of standardized family quality improvement services
  4. guidelines

The efforts to improve the quality of the family in the development of women’s empowerment and child protection has guidelines. The guidelines consist of:

  1. Situation analysis

a. Gender issues, protection of women’s rights, and child protection in development

b. Family approach in solving gender issues, protecting women’s rights, and protecting children

c. Challenges and opportunities for improving the quality of families in the development of women’s empowerment and child protection

d. The scope of improving the quality of the family.

2. Technical implementation of improving the quality of families at the center and regions

a. Division of family quality affairs

b. Technical implementation to improve the quality of families in achieving gender equality and children’s rights at the central and regional levels

c. Technical implementation of the provision of family quality improvement services at the central and regional levels

d. Technical implementation at village administration level

3. Community participation in improving the quality of families

a. Community participation goals

b. Forms of community participation

c. Community participation mechanism

4.  Monitoring, Evaluation and Reporting

Monitoring, evaluation and reporting is implemented to improve  the quality of families in the development of women’s empowerment and child protection. State officials who are obliged to monitor, evaluate and report on the improvement of the quality of families in the development of women’s empowerment and child protection are the ministers, governors and regents/mayors. Monitoring, evaluation and reporting are carried out in stages in accordance with their respective affairs, duties, functions, and authorities based on the provisions of laws and regulations.

Technical Monitoring, Evaluation and Reporting

Monitoring is done through observing, identifying and recording the implementation of family quality improvement initiatives. The monitoring is carried out through coordination forums, field visits and other activities. It is carried out periodically at least twice a year or at any time if necessary. The results of monitoring in the form of data and information on the implementation of activities are used as material for evaluation and preparation of reports.

Evaluation is done by analyzing planning documents and the results of monitoring the implementation of family quality improvement initiatives. The document analyzed is in the form of a policy plan, programs and activities for improving the quality of families. The evaluations are in the form of input, process and output indicators which are then concluded and turned into recommendations for policy making.

The report is prepared by the minister and submitted to the president with a copy to the head of the relevant ministry/institution. Reports on the implementation of the initiatives to improve the quality of families are carried out once a year.

Funding

Funding for the implementation of the initiatives to improve the quality of families in the development of women’s empowerment and child protection comes from:

  1. state budget
  2. regional revenue and expenditure budget
  3. other legal and non-binding sources in accordance with the provisions of laws and regulations
