The Ministry of Public Works and Public Housing is set to allocate funds for the Self-Sustaining Housing Stimulant Assistance (BSPS) program. Therefore the government issued Minister of Public Works and Public Housing Regulation No. 7/2022 on the Implementation of Housing Development Assistance and the Provision of Special Houses.

Development Assistance of Infrastructure, Facilities and Public Utilities

Infrastructure, Facilities and Public Utilities (PSU) development assistance is intended for both large-scale housing and housing other than large-scale. The large-scale housing refers to public housing and balanced housing (or integrated mixed-income residential areas that must reflect a specific ratio). Housing other than large-scale housing refers to a residential house or row houses built by development actors or built on the initiative and efforts of low-income community groups . The form of PSU development assistance includes roads, drainage, drinking water supply systems and waste infrastructure and facilities.

The amount of assistance  provided in PSU Development is at least 50 housing units or at most 50% of the capacity of public housing. Housing unit assistance will be provided with the following conditions:

a. located in one stretch

b. built at least 50 housing units

c. in accordance with the development plan

The amount of PSU development assistance in the form of connecting roads or public housing access roads  is given in accordance to to the proposal submitted by the local administration. The following are the criteria for obtaining assistance in the form of roads:

a. has a land area that has been acquired at least 50%;

b. at least 50% of the number of public houses included in the delineation of housing capacity built

c. has a large-scale housing delineation determined by the head of the region

The amount of development assistance for  other than large-scale housing must meet the following criteria:

a. has a land area that has been acquired at least 50%

b. at least 50% of the number of public houses included in the delineation of housing capacity built

c. has a large-scale housing delineation stipulated by the regional head.

Development assistance is given to housing located  in one area, that has at least 50 housing units and in accordance with the development plan. This assistance is provided to development actors and local administrations.

Apartment Construction Assistance

Apartment construction assistance consists of apartment buildings along with infrastructure, facilities and public utilities as well as furniture. Construction assistance will be provided to public apartments, state apartments and special apartments. Assistance for the construction of apartment is given for a maximum five floor-apartment. This assistance requires approval from the Minister. Apartment assistance is provided to ministries/institutions, local administrations, universities, boarding religious educational institutions and foundations or institutions engaged in social, humanitarian or educational fields.

The beneficiaries of the construction of public apartments are given to low-income community groups. The beneficiaries of the construction of state apartments are officials and state civil apparatus as well as members of the Indonesian National Army  and the Indonesian National Police. The beneficiaries of the construction of special apartments are  industry workers, people living in the state border area, fishing communities, disaster victims, people affected by central government development programs, people living in scattered locations on outer islands, remote areas, and disadvantaged areas, social communities with special needs, students, community achievers and sports players.

Self-sustaining House Construction Assistance

Self-sustaining housing development assistance is a housing assistance program based on community initiatives and efforts to provide access to livable homes. Self-sustaining housing development assistance consists of activities that include:

  1. BSPS Sejahtera

The Self-sustaining Housing Stimulant Assistance Program (BSPS) Sejahtera is part of the self-sustaining housing development assistance program as an effort to fulfill housing to improve community welfare.

2. BSPS

The Self-sustaining Maintenance Stimulant Assistance (BSPS) is organized as an effort to fulfill livable houses.

3. Sarhunta

Tourism Housing Faciliities (Sarhunta) are organized as an effort to fulfill livable houses, residential development for business functions and environmental arrangements to support tourism or economic development.

4. BPPS

Self-sustaining Housing Maintenance Assistance (BPPS) is organized as an effort to improve the appearance of the housing environment and support slum management.

5. Self-sustaining Housing Clinic

The Self-sustaining Housing Clinic is an effort to increase the capacity and self-help of the community to achieve livable houses independently.

The  construction assistance is in the form of environmental roads, environmental drainage, house utilities such as septic tanks, water pumps, clean water connections and household sewerage. The amount of assistance for self-sustaining house construction is adjusted to the type of activity. For BSPS Sejahtera, BSPS and Sarhunta, it is given based on the unit value per housing unit. The amount of unit value is based on the calculation of activity cost requirements by considering budget availability and estimated self-reliance. The amount of assistance will be determined by the director general after obtaining ministerial approval.

Provision of Special Housing

The special housing assistance is for the construction of new livable houses along with facilities, infrastructure and public utilities as well as furniture. Special houses will be built with the following provisions:

a. the floor area of the special house is a minimum of 28 square meters and a maximum of 36 square meters.

b. special houses are in the form of single houses, duplex houses or row houses with typology in the form of landed houses or houses on stilts.

Special houses are built by prioritizing the utilization of domestic resources, environmentally friendly and considering environmental aspects and elements of local wisdom.

The beneficiaries of special houses are ministries or institutions and local administrations. the beneficiaries of the special houses other than those mentioned can be determined by the provisions of laws and regulations.

Beneficiaries of the special housing include:

a. officers in state border areas, scattered locations on outer islands, remote areas, and disadvantaged areas

b. communities in state border areas, scattered locations in outer islands, remote areas, and disadvantaged areas

c. disaster victim communities

d. communities affected by central government development programs

Beneficiaries of the special houses other than those mentioned can be given to individuals or community groups based on other special needs based on the direction or policy of the minister in accordance with the provisions of laws and regulations.
