The Ministry of Industry has revealed that the national salt demand in 2022 reached 4.5 million tons, consisting of 3.7 million tons for the processing industry and 800 thousand tons for household and commercial consumption. Indonesia usually imports salts from other countries to maintain salt supply. In order to reduce the level of dependence on salt imports, President Joko Widodo issued Presidential Regulation No. 126 of 2022 on the Acceleration of National Salt Industry Development. The regulation is expected to increase the acceleration of salt production to meet national salt demand.

The Development of National Salt Industry

National salt demand that must be met by Salt Farmers and business entities by 2024, consists of:

  1. Consumption salt
  2. Salt for various food industries
  3. Salt for the leather tanning industry
  4. Salt for water treatment
  5. Salt for the animal food industry
  6. Salt for the fish salting industry
  7. Salt for livestock and plantation industry
  8. Salt for soap and detergent industry
  9. Salt for the textile industry
  10. Salt for oil drilling
  11. Salt for the pharmaceutical industry
  12. Salt for cosmetics
  13. Salt for chemical industry or chlor alkali

In addition to meeting national salt demand, the acceleration of national salt  industry development is carried out for the development of geographical indication salt. This regulation mandates the salt economy center program (SEGAR) to accelerate the development of national salt industry. SEGAR organizes plans that will be implemented to increase salt manufacturing in Indonesia.

The Salt Economic Center (SEGAR) Program

SEGAR is set in provinces that have the potential for the development of salt industry with the criteria of available land for production, available market share and support from the central government, regional government and/or stakeholders. There are five stages in the acceleration of national aquaculture development in SEGAR, namely pre-production, post-production production, processing and marketing. The implementation of the SEGAR business system is carried out through programs and activities contained in the action plan for accelerating national SEGAR development.

The action plan for the acceleration of national aquaculture development is set every 5 five years and refers to the national medium-term development plan. This action plan can be adjusted if there are changes in national policy. In addition to the action plan, the government also makes a master plan for regional seafood.

This plan contains the general condition of the location of the aquaculture industry, the existing condition of aquaculture infrastructure and facilities, needs and supplies, the salt market conditions, policy directions and strategies and action plans for regional aquaculture development.

Coordination, Synchronization and Control

Coordination, synchronization and control of the action plan for the acceleration of national seafood development will be carried out by the minister overseeing maritime affairs and investment. The minister submits a report on the implementation of the action plan for accelerating the development of national salt to the president at least one time in one year or at any time if necessary.

The report is prepared based on the results of monitoring and evaluation of the action plan to accelerate the development of national salt industry. Provisions regarding the guidelines for monitoring and evaluating the action plan for accelerating national maritime development and reporting are regulated by a ministerial regulation that organizes coordination, synchronization, and control of ministerial affairs in the administration of government in the maritime and investment sectors.

The successful implementation of the action plan to accelerate the development of national salting is measured based on the target amount of performance indicators. The target amount of performance indicators is determined by the minister. Then, the target amount of performance indicators consists of:

  1. Salt production in SEGAR
  2. Salt quality in SEGAR
  3. Absorption of salt production in SEGAR
